Senior Finance Officer

About PIN Ukraine:
People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 3 million vulnerable IDPs, returnees and host communities in urban and rural areas. Since the escalation in February 2022, PIN has scaled up its response from working in 2 Oblasts to working in 23 of the 24 Oblasts in Ukraine, increasing its number of partners, staff, offices and budgets.

General information about the role of the person

Senior Finance Officer under the direct supervision and line management of Finance Manager (here below – FM), in close cooperation with Head of Finance and Accounting Department (here below – HoFAD) and Finance Coordinator (here below – FC) performs the responsibilities:
Description of general responsibilities
Internal relations:
  1. Work with Navision – creation and filling of Finance Job Implementation Cards (P-cards), adding plans, budget lines adjustment, Z-P linkages etc.
Mission economy-related assignments:
  1. Responsible for creating Projects Forecasting BvA tables (BvA – Budgeted vs Actual).
  2. Analysis posted costs allocated to budget lines accordingly, plans and Forecasts by Partners adding. 
  3. Coordination work with the Partnership Department, budget assessment of the application request forms by NGOs. Analyzing of the submitted budgeting documentation.
  4. Coordination of the existing Budget modification request by the NGO. Conclusions sharing.
  5. Together with FC creates/checks the monthly exchange rate table. 
  6. Assists the manager in the process of preparing documents for audits, donor spot checks: collecting, double-check.
  7. Documentation consolidation, communication with the responsible departments and other requests.
External relations:
  1. Engaged to cooperation with the Partners, and processing of the partners documentation, in particular:
  2. Drafting of the first version of partnership agreements and amending of them, financial annexes to partnership agreements and amendments to them;
  3. Verification of partners' budgets at all stages of partnership;
  4. Cooperation with the responsible persons from the Programs regarding the final approval of the texts of the above-mentioned partnership agreements (before the start of the approval process in ELO) and verification of the fact that all necessary annexes to the agreements have been collected;
  5. Control of completeness and correctness (numerical verification, application of exchange rates, eligibility of expenses based on analysis of accounting records, etc.) of financial reports of partners and accompanying documentation submitted together with reports in accordance with the terms of partnership agreements;
  6. Communication with responsible persons of finance partners regarding conclusions in financial reports, and accompanying documentation;
  7. Receiving corrected and initially missing documentation;
  8. Uploading financial reports and supporting documentation in ELO to partners' report folders when the reports are approved, along with all supporting documentation received from partners;
  9. Preparing of Excel tables for import into NAVISION;
  10. Increasing the financial capacity of partners by conducting trainings and consultations.
Specific duties and responsibilities :
  • scan financial and administrative documentation upon requests; deliver the scans by FTP, email, skype or flash disc;
  • upload scans of partners’ documents through ELO Enterprise to ELO;
  • prepare PAFs (Payment Approval Forms) for partners’ instalments;
  • follow Financial Security Rules, especially to maintain confidentiality;
  • responsible for correctness and completeness of information acquired;
  • ensure timely and effective implementation of department/ project activities and prompt providing of all relevant information to line manager;
  • ensure nondisclosure of PIN confidential information and nondisclosure of staff/beneficiaries/other person personal data that he/she obtained in the process of work.

Experience and qualifications required

  • Higher education
  • Work experience in the field of finance, accounting, administrative work - more than 3 years, work experience in the field of NGOs will be an advantage;
  • Good knowledge of Ukrainian legislation; 
  • Good communication and interpersonal skills;
  • Ability to work under tight deadlines;
  • Ability to work in a team with developed interpersonal skills;
  • Readiness for training and professional development;
  • Responsibility, attention to details;
  • Fluency in the Ukrainian language and knowledge of the English language at an intermediate level;
  • Working knowledge of Microsoft Word, Excel, and Outlook.
