About PIN Ukraine:
People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 3 million vulnerable IDPs, returnees and host communities in urban and rural areas. Since the escalation in February 2022, PIN has scaled up its response from working in 2 Oblasts to working in 23 of the 24 Oblasts in Ukraine, increasing its number of partners, staff, offices and budgets.

General information about the role of the person: 
The Senior Compliance Officer, under the general supervision of the line manager - Deputy Country Director for Systems and Operations (hereinafter referred to as the Head), performs the duties described below and cooperates with the Donor Compliance and Legal Departments of the Head Office, as well as other departments of the organization.

Description of general responsibilities:
  1. Studying and analyzing the requirements of international donors, advising colleagues on these issues, participating in the initial project launch sessions in terms of compliance.
  2. Ensuring control over compliance with donor requirements, internal policies of the organization and reporting risks and violations to the Head of the organization.  Maintain a compliance register of risks and participate in the development of mitigation measures for the benefit of humanitarian activities and in the interests of the organization
  3. Manages the International Technical Assistance registration process to obtain tax-free arrangements for international technical assistance projects (where required by the Donor), communicates with the participants in the process, the Donor's representative and representatives of the relevant Ministry on the recognition of the project beneficiary;
  4. Determining the legal framework and risks associated with program development and implementation of new approaches to providing assistance to beneficiaries, advising on beneficiary data protection issues, etc. Advise on optimal and acceptable solutions within the framework of donor requirements;
  5. Timely informs all responsible persons about scheduled project audits; Participates in the preparation of audit documents, coordinates the preparation of relevant materials and their submission to the head office/auditors, etc;
  6. Coordinate project audits (whether conducted in-country or from headquarters) and is responsible for communicating with headquarters on the preparation and collection of financial documentation, peer review of project documentation, and answering questions from auditors at the insurance organization level;
  7. Monitoring compliance with the preservation of personal data in the event of audits, legal services or performance evaluation by third-party vendors (Confidentiality and Personal Data Retention or Transfer Agreements signed and implemented); participates in the development of measures to protect and process personal data in the organization;
  8. At the request of senior management, performing internal audits of the activities carried out in the organization (ensuring that all mandatory documents containing accurate and complete information are available);
  9. Maintains a register of all observations from audits in the organization and ensures follow-up on corrective actions;
  10. Conducting training and providing consulting support to all departments on donor requirements. Internal policies;
  11. Control and coordination of anti-terrorist vetting of the organization's suppliers through Ukrainian special websites in accordance with the PIN verification procedure;
  12. Participation in procurement tenders, being a member of the tender committee;
  13. Active participation of Compliance in the evaluation of partner organizations for involvement in project implementation and grantees at the request of the Partnership Department; performs anti-terrorism and legal due diligence of the heads of partner organizations and NGOs in accordance with the organization's internal procedures, provides recommendations for minimizing risks;
  14. Provides training and participates in consultation meetings with partner organizations to explain donor requirements and recommended policies to the organization;
  15. Performing compliance reviews of partnership and grant agreements prior to their approval by the Finance Manager;
  16. Participation in short-term audits/visits of partner organizations on quality of project implementation together with the finance team (as instructed by the Head);

Suitable candidates for this position should possess:
  1. Master's degree in a relevant field, such as Ukrainian law, economics, accounting and auditing; records management or similar degree.
  2. Certification in the humanitarian field will be an advantage;
  3. Good understanding of Ukrainian legislation and the field of compliance in general;
  4. Strong organizational skills, critical analysis and problem solving; risk assessment;
  5. Strong collaboration skills and result orientation;
  6. Ability to work under tight deadlines; multitasking;
  7. Good communication skills and other soft skills;
  8. Ability to work in a team and strong interpersonal skills;
  9. Fluency in oral and written Ukrainian and English;
  10. Willingness to learn and develop professionally;
  11. Responsible approach to task performance;
  12. Good time management and stress tolerance;
  13. Good presentation skills and experience in conducting trainings;
  14. Diplomatic approach to communication style.

PIN OFFERS:
  • Starting salary as per PIN salary scale:  1 442 - 1 518 USD GROSS before taxes during the probationary period + 5% after the probationary period
