About PIN Ukraine: People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation, providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods, and WASH interventions supporting 3 million vulnerable IDPs, returnees, and host communities in urban and rural areas. Since the escalation in February 2022, PIN has scaled up its response from working in 2 Oblasts to working in 23 of the 24 Oblasts in Ukraine, increasing its number of partners, staff, offices, and budgets.

General information about the employee's role
Under the supervision of the immediate supervisor, the Safeguarding and Complaints Investigation Officer will support the Mission in Ukraine in maintaining and implementing a safeguarding framework in all PIN operations and activities, and promote and enforce safeguarding and accountability standards by PIN staff and partners, and support a culture of safeguarding.

The Safeguarding and Complaints Investigation Officer will participate in internal administrative investigations to prevent and respond to violations of protection procedures, using a victim-centered approach. This will be done under the supervision of the immediate supervisor and in accordance with the PIN Investigation Guidelines.

Specific duties and responsibilities
Administrative investigations
  • Supports the conduct of administrative investigations under the direction of the line manager, ensuring that all investigations follow PIN guidelines, including documentation, interviews, and reporting.
  • Serves as the point of contact for protection and investigations, facilitating effective coordination between the Line Manager, HR, MEAL, and other relevant departments.
  • Develops an investigation plan and ensures that it is updated in a timely manner; reviews documentation related to the investigation (e.g., organograms, personnel files, meeting minutes, etc.).
  • Collaborates with the investigation committee to assess risks related to the protection of investigative participants and facilitates the implementation of appropriate response strategies.
  • Identifies, collects, and analyzes documentary evidence and materials related to an investigation, ensuring that findings and recommendations are accurately and completely documented. Assists in analyzing investigation reports to identify trends and areas for improvement.
  • Coordinates interaction with the complainant, witnesses, victims, and the subject of the complaint to arrange interviews, ensuring secure and agreed means of communication.
  • Responsible for preparing interview documentation, maintaining records, drafting investigation reports and presenting findings to the investigation committee for decision-making and follow-up, ensuring confidentiality and integrity. Consults with the committee throughout the process as needed.
  • Works with the Compliance Department to ensure that investigations comply with applicable laws and regulations.
  • Serves as a liaison between the investigation committee and other parts of the organization (including external stakeholders, as appropriate).
  • Ensures that all investigations follow PIN's case management guidelines and take a victim-centered approach.
  • Helps identify trends and lessons learned from investigations to improve protection policies and procedures and integrate them into PIN programs.
Handling and monitoring of complaints
  • Under the supervision of the immediate supervisor, archives and maintains records; submits incident reports to the PIN online case register and ensures that all documents related to the investigation are properly archived in accordance with PIN's privacy and data protection policies.
Protection
  • Ensures compliance with key humanitarian standards and international best practices on protection, including protection from sexual exploitation, abuse and harassment, and gender-based violence.
  • Assists in monitoring the implementation of protection policies and tools in PIN's mission, and promotes the integration of protection approaches into all aspects of operations.
Capacity building
  • Supports training initiatives: helps to organize and conduct training on protection and investigations for PIN staff, partners, and contractors. Ensures that training materials are accessible and up-to-date.
  • Mentoring: Provides ongoing support for staff, especially those involved in investigations or acting as protection focal points.
  • Dissemination and translation of materials: Ensures that protection policies, procedures, and materials are disseminated and made available to all PIN offices.
  • Performs other tasks as assigned by the immediate supervisor in accordance with the current needs of the mission, programs, and projects.

Suitable candidates for this position should possess:
 
  1. Bachelor's degree in psychology, law, social sciences, international development or other relevant field;
  2. Up to 2 years of experience in the humanitarian/civil society sector with responsibilities in one of the following areas: project/program management, policy compliance risk management, legal affairs, human resources, protection and safeguarding against sexual exploitation, abuse and harassment (PSEAH), integration of protection approaches, conducting internal administrative investigations, case management;
  3. Strong research, writing and analytical skills;
  4. Ability to identify and utilize relevant evidence, analyze information objectively, and produce timely, concise, and comprehensive reports;
  5. Excellent communication skills, ability to share knowledge and conduct trainings;
  6. Experience in conducting internal administrative investigations using a survivor-centered approach is desirable;
  7. Knowledge and understanding of humanitarian principles and ethical standards, core humanitarian standards, as well as international standards related to protection, PSEAH, gender-based violence (GBV) and protection approach integration;
  8. Ability to make informed decisions;
  9. Ability to cope with stress and difficult situations;
  10. Ability to work collaboratively in different teams and solve cross-sectoral issues.
