Finance Officer

About PIN Ukraine:
People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 3 million vulnerable IDPs, returnees and host communities in urban and rural areas. Since the escalation in February 2022, PIN has scaled up its response from working in 2 Oblasts to working in 23 of the 24 Oblasts in Ukraine, increasing its number of partners, staff, offices and budgets.

General information about the role of the person

Under overall supervision of the Finance Manager (here below – FM), the Finance Officer provides support to the Finance department and performs the following responsibilities:
Internal relations:
    • Processing of Excel for import to Navision prepared by Finance Coordinator;
    • Allocation of mission-born costsб records items in Navision between budget lines according to instructions of HoFAM and FM;
    • Creates new Project Cards in Navision;
    • Cooperates on preparation of documents for audit, donor’s financial verifications;
    • Ensures receiving accurate information from Program Managers on actual spending and project forecast;
    • Performs any other tasks assigned by FC, FM, HoFAM based on actual needs in Finance Department.

External relations:
    • Checks financial reports from PIN partners, liaising with local partner’s responsible person about correction of the documents and reports if needed;
    • Close communication and cooperation with Partners’ finance presenters regarding the current Partnership issues;
    • Checking and initiation of the advances to partners;
    • Requesting of the Confirmation letters from partners at the end of the calendar/fiscal year;
    • Drafting of the first version of the Partnership agreements and amendments to such, preparation of financial annexes to the Partnership agreements and amendments to such for their further checking by FC and/or FAM;
    • Numerical check of partners budgets on all stages of the partnership;
    • collaboration with the responsible persons from Programs on the final approval of the texts of the above-mentioned partnership agreements (before starting the approval process in ELO) and checking that all the necessary annexes to agreements were collected;
    • Control of fullness and correctness (numerical check, applying exchange rates, eligibility costs based on ledger entries analysis, etc.) of partners’ financial reports and supporting documentation, submitted with the reports in line with the Partnership Agreements’ conditions;
    • Communication with the partners’ finance focal points regarding findings in the financial reports and supporting documentation; 
    • Receiving corrected or previously missing documentation;
    • Uploading of the Financial reports and supporting documentation into ELO to the Partners’ report folders when the reports approved, along with all supporting documentation received from partners.

Specific duties and responsibilities:

    • Scan financial and administrative documentation upon requests; deliver the scans by FTP, email, skype or flash disc;
    • Upload scans of partners’ invoices, advance invoices, contracting documents through ELO Enterprise to ELO;
    • Follow financial security rules, especially to maintain confidentiality;
    • Responsible for correctness and completeness of information acquired;
    • Ensure timely and effective implementation of department/ project activities and prompt providing of all relevant information to line manager;
    • Ensure nondisclosure of PIN confidential information and nondisclosure of staff/beneficiaries/other person personal data that he/she obtained in the process of work.

Required experience and qualifications:

    • Higher education (bachelor's degree or higher) in finance, accounting, economics or a similar specialty;
    • Work experience of 2 years or more in finance, accounting, administrative work, preferably working in an NGO;
    • The level of English is not lower than the A2-B1 level;
    • Ability to work under tight deadlines;
    • Basic understanding of Ukrainian legislation;
    • PC skills (Microsoft office suite), Excel skills;
    • Team player with strong interpersonal skills;
    • Self-organization skills, responsibility, and attention to detail.
