General information about the position: Under the overall leadership of the Area Manager, the Education officer provides support to the program department, ensures the implementation of programs to increase access to education in the region, coordinates the work of engineers, officers, and program assistants. Works closely with specialists from other aid sectors and the program administrator.

Description of general responsibilities:

Internal relations:
  • Cooperates with the procurement, logistics, finance department.
  • Together with in-country management, regional management and Education Technical Lead develop an education sector strategy for Ukraine that aligns with PIN’s global education strategy and key policies.

External relations:

  • Actively represent PIN as necessary at relevant Cluster (or Working Group) meetings, and other Coordination Forums, fostering strong and productive working relationships with key stakeholders in the education sector. Together with Education Technical Lead, lead technical working groups where capacities allow.
  • Liaise with field teams, partner NGOs, and other relevant external actors (education cluster and related Working Groups, ad-hoc coordination forums) on emerging humanitarian needs and conflict dynamics related to education authorities and the sector more widely, and where necessary, alert line manager to needs and opportunities for assistance.

Duties and responsibilities are specific:

  • Develops a project implementation plan and subsequently monitors implementation Dnipropetrovsk and Kharkiv region.
  • Responsible for the following activities: 1) restoration of educational institutions, formation of digital-learning centers; 2) improvement of qualifications of participants in the educational process; 3) psychosocial support of participants in the educational process.
  • Develops methodology for local facilitators.
  • Coordinates work with consortium partners and other stakeholders.
  • Responsible for reporting and archiving of the education sector.

Required experience and qualifications:

  • Master's degree and proven experience in the education sector, ideally in education in emergencies;
  • At least 3 years of experience in the education system (school, college, university);
  • Experience working in complex and fragile environments (preferred);
  • Understanding of the educational context in Ukraine and willingness to work in the field;
  • Proven ability to coordinate with diverse groups of staff, stakeholders and local authorities, and to build and maintain good relationships;
  • Demonstrated patience, enthusiasm and strong personal skills with attention to detail, ability to follow procedures, meet deadlines and work both independently and in collaboration with team members;
  • Demonstrated knowledge of and respect for key humanitarian principles;
  • Experience in facilitation and/or training;
  • Computer skills (e.g. Microsoft Word and Excel) and typing skills in English;
  • Professional English language skills (required);
  • Ability to work in a team and willingness to learn.
