About PIN Ukraine:
People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 3 million vulnerable IDPs, returnees and host communities in urban and rural areas. Since the escalation in February 2022, PIN has scaled up its response from working in 2 Oblasts to working in 23 of the 24 Oblasts in Ukraine, increasing its number of partners, staff, offices and budgets.

General information about the role of the person: 
Under the supervision of the (Senior) Emergency Relief Program Manager, the Area Coordinator is responsible for coordinating the work in the region and area of responsibility (hereinafter referred to as the "area of responsibility"). This includes the timely organization of work processes, team management, internal and external representation, as required.
In particular, the Area Coordinator is responsible for timely and effective planning, implementation, monitoring and reporting of emergency response and early recovery activities within the area of responsibility. In addition, the Area Coordinator is responsible for managing relevant staff.

Description of general responsibilities:
Internal relations:
  • Facilitate coordination between area teams and PIN departments as appropriate (in collaboration with the Senior Area Manager);
  • Inform Senior Area Manager of any challenges and gaps immediately and propose solutions;
  • The employee is obligated not to purvey any information concerning PIN activities to external audience (including former PIN employees).
External relations:
  • Develop and maintain the relationships with relevant stakeholders in the AOR;
  • Represent PIN towards different stakeholders as required (I/NGOs, local institutions, government bodies, donors);
  • Actively liaise and coordinate with other I/NGO’s, local authorities. Inform Senior Area Manager of any challenges and gaps immediately and propose solutions;
  • Has the right to sign documentation (based on the Power of Attorney rights provided).
Specific duties and responsibilities 
  • Coordinates the assessments and selection of intervention locations and selection of beneficiaries in accordance with PIN Country Programme Strategy;
  • Responsible for accurate and timely collection of all area-level data and information;
  • Ensures timely and effective planning and implementation of PIN activities throughout the AOR and prompt provision of all relevant information to the line manager and other departments as requested;
  • Regularly visits project implementation sites (including with relevant team members), monitors progress of all activities and reports the results, challenges and recommendations for improvement in a timely manner to the line manager;
  • Responsible for identification of local partners to collaborate with; 
  • In close collaboration with the Deputy Director for Programme Implementation, Emergency Coordinator, Senior Area Manager and other relevant staff, responsible for timely planning, preparation and effective execution of emergency rapid response;
  • Ensures timely collection and submission of all project-related updates required for daily/weekly/monthly activity reporting as necessary, including reports from field monitoring and assessments and from external meetings and relevant events;
  • Responsible for understanding the context, changes, trends, needs and assistance gaps within the AOR;
  • Contributes area-level information during project development process;
  • Ensures all relevant project documentation is regularly archived according to PIN Archiving guidelines;
  • Management of direct reports (including planning, capacity development and performance); 
  • Ensure effective and transparent communication within the team and between the areas and the Country Program;
  • Coordinates with community representatives and local authorities in order to provide humanitarian assistance to communities;
  • Ensure nondisclosure of PIN confidential information and nondisclosure of staff/beneficiaries/other person personal data that he/she obtained in the process of work;
  • Performs other necessary and relevant tasks and responsibilities as instructed by the Senior Area Manager.

Required experience and qualifications:
- Bachelor's degree or higher;
- At least 3 years of experience in managing teams and projects in emergencies;
- Experience working in the humanitarian sector and deep understanding of the context;
- Excellent leadership skills;
- Highly organized, excellent communication skills;
- Fluency in Ukrainian and high level knowledge of English;
- Working knowledge of Microsoft Word, Excel and Outlook

  • Starting salary as per PIN salary scale: 1 813 - 2 003 USD GROSS  (depending on qualifications)  on probation period (5% increase after probation)
