WASH Engineer

About PIN Ukraine:
People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 3 million vulnerable IDPs, returnees and host communities in urban and rural areas. Since the escalation in February 2022, PIN has scaled up its response from working in 2 Oblasts to working in 23 of the 24 Oblasts in Ukraine, increasing its number of partners, staff, offices and budgets.
General information about the role of the person:
Under the overall supervision of the Emergency Assistance Program Manager, the Water, Sanitation, Hygiene Project Engineer provides technical support and implementation of project activities, including emergency and early recovery activities. Particular attention is given to alternative energy projects (solar and wind) for infrastructure and public utilities such as district heating, as well as for community facilities such as schools, social and health centers in the assigned region.

Description of general responsibilities:
- Conducting needs assessments and technical analysis, including visits to water and wastewater treatment plants, boiler houses (for district heating) and public institutions (schools, medical and social centers), as well as liaising with utility providers and staff.
- Providing technical support and supervision at all stages of the project (start-up, handover), including:
- Renewable and backup energy for facilities.
- Integration of solar and wind energy as part of off-grid hybrid systems.
- Analysis of energy demand and consumption, development/revision of alternative energy system projects based on the data obtained.
- Comparison of optimal solutions with the needs of the facilities.
- Consultation and cooperation with contractors and suppliers for the design and implementation of alternative energy systems.
- Ensure timely planning of activities in accordance with procedures and work plan.
- Regularly informing on the project implementation progress and preparing reports.
- Supporting the procurement process, including preparing requests for materials, equipment and works, coordinating specifications with the Regional Director
- Ensure that the project complies with legal regulations and standards, and that appropriate standards are used in all cases.
- Conducting site visits to verify the quality of work performed and providing advice as needed.
- Preparation and maintenance of project documentation, reports, tables and other supporting documentation.
- Quality control of design and estimate documentation, as well as construction and installation works.
- Ensuring proper receipt and use of donated equipment and services.
- Adherence to minimum international standards in the field of humanitarian activities.
- Identification of additional needs and subsequent submission of relevant requests to address them.
- - Higher education: Specialist degree in Alternative Energy Engineering (preferably) or Energy/Power Engineering or equivalent engineering specialty with knowledge of renewable energy systems (design and implementation).
- Experience: at least 1 year in a similar position in the design and implementation of renewable energy systems (required).
- Experience in district heating infrastructure and the WASH sector will be an advantage.Practical experience in the WASH/energy sector.
- Understanding of the context and operation of centralized and decentralized water supply systems. Other qualifications or experience in water and sanitation rehabilitation, waste management. Construction and repair of latrines, improving access to basic WASH facilities. Basic understanding of humanitarian assistance or emergency development programs will be an advantage.
- Ability to read and write estimates;
- Good computer skills (Word, Excel, etc.). Experience with databases;
- Organization of workflow;
- Attentiveness and accuracy;
- Flexibility, result orientation;
- Independence and ability to work under stressful conditions;
- Good organizational and communication skills.
