About PIN Ukraine:
People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 3 million vulnerable IDPs, returnees and host communities in urban and rural areas. Since the escalation in February 2022, PIN has scaled up its response from working in 2 Oblasts to working in 23 of the 24 Oblasts in Ukraine, increasing its number of partners, staff, offices and budgets.

General information about the role of the person: 
The regional team in Sumy region is structurally part of the Northern Region Program Department.
The team's area of responsibility includes the following sectors: 1) Food Security; 2) Hygiene and Sanitation; 3) Shelter and Shelter Materials; and 4) Protection.
Under the overall supervision of the Emergency Response Program Manager, the Water, Sanitation, Hygiene Project Engineer provides technical support and implementation of project activities, in particular on water emergencies, access to drinking and household water in settlements, hygiene and sanitation in Sumy Oblast.
Description of general responsibilities:
  • Conducting a needs assessment and technical inspection, including on-site visits to water supply, wastewater treatment and boiler houses (district heating systems). Inspecting the condition of the facilities and conducting interviews with utility providers.
  • Provide technical support and supervision at all stages of the project (from inception to handover), covering the following areas
    • District heating systems (boiler houses and heating networks).
    • Water supply systems (pumping stations, treatment and filtration plants, water supply networks).
    • Sewage systems (pumping stations, treatment plants, sewage networks).
    • Water and wastewater quality testing and compliance monitoring.
    • Implementation of renewable and backup energy for WASH facilities (water, sanitation, hygiene).
  • Ensuring timely planning of project stages in accordance with internal procedures and the work plan.
  • Provide regular reports and information on the project progress, including analysis of the work performed.
  • Supporting the procurement process: preparing requisitions for materials, equipment and works, including determining specifications and quantities, as well as coordinating the specifications with the Western Region Director.
  • Providing advice and support for technical expertise of project documentation (if required).
  • Ensure compliance with legal regulations and standards during project implementation, as well as the use of appropriate technical standards.
  • Regular site visits to check the quality of construction and installation works and provide advice if necessary.
  • Ensure preparation and maintenance of project documentation: reports, tables and other supporting documentation.
  • Quality control and inspection of construction and installation works, design and estimate documentation.
  • Ensure compliance with legal regulations and standards during project implementation, as well as the use of appropriate technical standards.
  • Regular site visits to check the quality of construction and installation works and provide advice if necessary.
  • Ensure preparation and maintenance of project documentation: reports, tables and other supporting documentation.
  • Quality control and inspection of construction and installation works, design and estimate documentation.
 Required experience and qualifications:
  • University degree, diploma in water supply and sanitation or civil engineering with knowledge of water supply, or equivalent;
  • At least 1 year of experience in a similar position in the humanitarian sector in the field of WASH infrastructure (required);
  • Experience in district heating and renewable energy infrastructure for WASH systems will be an advantage;
  • Work experience related to water supply infrastructure and water quality control is required;
  •  Independence and ability to work under stressful conditions;
  • Good organizational and communication skills.
  • Practical experience in water, sanitation and hygiene. Understanding of the context, centralized and non-centralized water supply. Other qualifications or specific experience in rehabilitation of water and sanitation facilities, waste management. Construction and rehabilitation of latrines, toilets, improving access to basic water, sanitation and hygiene facilities;
  • Ability to read and write estimates;
  • Good computer skills (Word, Exel, etc.). Experience with databases;
  • Organization of workflow;
  • Attentiveness and accuracy;
  • Flexibility, result orientation;
  • Independence and ability to work under stressful conditions;
  • Good organizational and communication skills.
