About PIN Ukraine

People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation, providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods, and WASH interventions supporting 3 million vulnerable IDPs, returnees, and host communities in urban and rural areas. Since the escalation in February 2022, PIN has scaled up its response from working in 2 Oblasts to working in 23 of the 24 Oblasts in Ukraine, increasing its number of partners, staff, offices, and budgets.

General information about the role of the person

Under overall supervision of Area Manager, the Program Officer is responsible for timely and effective planning, implementation, and monitoring of the emergency and early recovery activities in the area of operation, and archiving of all entrusted and acquired documents in proper manner.

Specific duties and responsibilities

  • Ensure timely and effective implementation of all relevant activities throughout the assigned area;
  • Ensure prompt provision of all relevant information on current and emerged situations in the area to line manager/Senior Program Offcier;
  • Informs line manager of any emergency situations, conflicts, duplications of activities with/by other area stakeholders or gaps, and propose solutions basing on the own observations;
  • Responsible for planning, preparation and execution of emergency program activities such as distributions, cash programs, etc., in coordination with relevant PIN departments (logistics, finance);
  • Support all the types of assessments and selection processes in target locations of the area with relevant PIN departments (programs, MEAL);
  • Support in providing information for the preparation of project proposals basing on the area assessments to line manager and Grants and reporting department;
  • Organize meetings with all local stakeholders - local authorities, community representatives, etc.;
  • Regularly visits the project implementation sites and meets with implementing partners in order to monitor project’ progress, reports the results and any challenges quickly and concisely to line manager;
  • Carefully and correctly fill in all necessary project documentation. If necessary, maintain beneficiary databases. Check the compliance and donor requirements;
  • Support on identification and selection of local partners for receiving grantor material donations by conducting assessments of relevant partners using existing PIN Partnership tools;
  • Once grants or material donation allocated to partners, closely cooperate with and support the partners in the implementation planning, reporting and regularly monitors grantees‘ activities implementation, its quality and impact on overall PIN’s program quality;
  • Bear responsibility for achieving project targets, participates in their monitoring;
  • Display and monitor needs and gaps;
  • If necessary, carry out business trips to other locations to assess needs or distribute assistance;
  • Follow all the assigned security PIN rules;
  • Responsible for correctness and completeness of information acquired.

Required experience and qualifications

  • Bachelor's degree in the humanities or sciences in social sciences, law, health, humanities, or other related field
  • At least three years of experience in social work or related field
  • Fluency in Ukrainian and intermediate knowledge of English
  • Understanding of the concept of working in the humanitarian field and emergency situations
  • Experience of working in stressful conditions
  • Ability to work/experience of working with affected and vulnerable populations
  • Experience in document management in accordance with the requirements.
